Bulgaria Approves Crypto Tax Data Sharing Amendments

  1. The key variable now is implementation. The market should watch how quickly Bulgaria's reporting rules are enforced in practice and whether crypto service providers receive further guidance on data collection, reporting scope, and submission procedures.
  2. The cross-border angle matters more than the domestic vote alone. If crypto companies are registered in an EU state, tax authorities across EU countries may exchange user information, which could narrow jurisdiction-based gaps in tax reporting for centralized platforms.
  3. For users and exchanges, the main shift is compliance rather than trading access. Identification data requirements could raise operational pressure on platforms serving Bulgarian or broader EU users, especially where past expectations of limited transaction visibility still persist.

Bulgaria's parliament has approved amendments to the Tax and Insurance Procedural Code that allow tax authorities to request data on cryptocurrency users, bringing local reporting rules in line with EU tax information exchange requirements.

The approved changes passed with 149 deputies voting in favor, while 10 abstained. Under the amendments, crypto providers in Bulgaria must provide the National Revenue Agency with identification data on clients, including names, addresses, dates and places of birth, tax numbers, and country of tax residency.

The measure applies to crypto assets broadly rather than to Bitcoin alone. The parliamentary changes, as described, also cover other digital assets including Ethereum and Tether. The core effect is to place crypto transactions under a more formal tax reporting framework instead of leaving them closer to semi-anonymous activity.

The amendments are tied to EU rules on the exchange of tax information. Under that framework, tax authorities in EU countries will be able to exchange information on individuals conducting transactions with crypto assets, provided the relevant crypto companies are registered in one of the EU member states.

Separately, parliament also backed changes to the Private Security Activities Act. Those revisions would allow the engagement of employees for additional work and widen the pool of people who meet qualification requirements in the security sector, though that measure is distinct from the crypto tax changes.

Why It Matters

The Bulgarian vote adds to the broader European shift toward treating crypto transactions more like conventional financial activity for tax oversight. For exchanges, brokers, and other service providers, the direction is clear: user identification, recordkeeping, and cross-border reporting are becoming a standard part of operating in regulated markets.

For crypto users, the significance is less about a new asset-specific restriction than about reduced opacity. As EU tax authorities gain clearer access to account and transaction-related identity data, the gap between crypto compliance expectations and traditional financial reporting continues to narrow.
