Solana Account Rent Reduction Phase Two Launched, Cumulative Decrease of 27%

Anza announced that the second phase of the Solana account rent reduction proposal SIMD-0437 has been launched on the mainnet test version. In epoch 1033, the per-byte parameter used to calculate the minimum balance for rent exemption has been reduced from 6,333 lamports to 5,080 lamports, a cumulative decrease of approximately 27%. This lowers the SOL balance required to maintain a rent-exempt status for accounts. Anza also stated that users with the appropriate permissions can withdraw SOL exceeding the minimum balance for rent exemption using the WithdrawExcessLamports instruction, without needing to close the account, and it does not affect the token balance. There is no fixed timeline for subsequent phases, with the third phase to be activated once the on-chain state growth is confirmed to be within a safe range; adjustments can be made in reverse if necessary through SIMD-0438.
