Government Delays Unprotected Budget Expenditures Until December
The government has postponed most of the unprotected expenditures of the state budget until December due to delays in international financing. Daniil Getmantsev, Chairman of the Verkhovna Rada Committee on Finance, stated that the budget cannot finance all expenditures for 2026 within the planned timelines. The delay is related to the failure to vote on the bills necessary to fulfill Ukraine's international obligations. This includes documents for continuing cooperation with the International Monetary Fund (IMF), the implementation of which is linked to financial support from international partners, including the European Union. The postponement affects unprotected budget items, such as capital expenditures for repairs and construction. The decision does not impact salaries of budget sector employees, social security, and current transfers to local budgets. In early September, Ukraine and the IMF mission agreed on a financing plan for 2026-2027, with Ukraine's financial gap in 2026-2029 estimated at around $136.5 billion, of which $63 billion is allocated for 2026-2027.
