Financial Institutions Adopt Selective Disclosure for Blockchain
The use of blockchain by financial institutions is transitioning to a selective disclosure model that balances the transparency of public ledgers with confidentiality. There is a trend to maintain transaction verification and auditability while keeping transaction sizes and counterparty information undisclosed. The Bank for International Settlements (BIS) announced that as of July 30, 2026, eight central banks and over 40 financial institutions are participating in Project Agora. This project tests wholesale cross-border payments by combining tokenized central bank reserves with commercial bank deposits. Financial institutions are demanding that necessary information be disclosed to regulators and auditors while ensuring that transaction details remain hidden from competitors. The Ethereum Foundation explained that institutions should be able to conduct payments while keeping data confidential from counterparties. Chainlink has proposed a structure that does not expose identity and transaction information through privacy standards. The European Securities and Markets Authority (ESMA) requires market abuse prevention systems from virtual asset trading entities under its MiCA framework. BIS stated that Project Agora completed transactions worth approximately 800,000 Swiss francs with 28 financial institutions and central banks during real transaction tests in July 2026. The Depository Trust & Clearing Corporation (DTCC) announced that it has converted DTC-held securities into tokens for actual transactions. The privacy of institutional blockchain remains a design issue related to technological performance, the scope of disclosure, and regulatory compliance.
