China's Ministry of Industry and Information Technology Plans to Achieve 9800 EFLOPS of Intelligent Computing Power by 2030

China's Ministry of Industry and Information Technology has released the "14th Five-Year Plan for the Development of the Information and Communication Industry," setting a national target of 9800 EFLOPS for intelligent computing power by 2030. According to data from the National Data Bureau, as of the end of July, the national intelligent computing scale was approximately 2450 EFLOPS (FP16), requiring an expansion of about four times in the next four years. The plan proposes the orderly deployment of intelligent computing clusters with capacities of 10,000 cards and above, the construction of inference computing power, and an increase in the adaptation of domestic computing power chips. Currently, 52 intelligent computing facilities with capacities exceeding 10,000 cards have been established nationwide. The Ministry of Industry and Information Technology disclosed that the scale of intelligent computing power was 2185 EFLOPS at the end of June, a year-on-year increase of 177%. The plan uses a baseline of 1590 EFLOPS in 2025, aiming to reach 9800 EFLOPS by 2030, which is an increase of approximately 6.2 times. During the same period, the cumulative investment target for information infrastructure in the information and communication industry is set at 3.8 trillion yuan, including communication networks, and is not entirely allocated for AI computing power.
