The UK House of Lords on Wednesday approved an amendment by 194 votes to 138 calling on the government to develop a digital asset strategy within 12 months after the Financial Services and Markets Bill takes effect.

The proposal was put forward by Conservative peer Baroness Neville-Rolfe. Under the amendment, the government would be asked to set out a strategy covering digital assets more broadly, with specific reference to crypto assets, stablecoins, and tokenized securities.

According to the disclosed text, the strategy would address innovation, consumer protection, and businesses' access to banking, payment, and settlement services. Those areas have become central policy questions for crypto firms operating in traditional financial systems, especially where regulatory clarity does not automatically translate into access to core financial infrastructure.

The amendment does not settle UK policy on its own. The Financial Services and Markets Bill must still go to the House of Commons, where lawmakers can keep the Lords' changes, revise them, or remove them. That leaves the proposal as a meaningful parliamentary signal rather than a final government position.

Industry support came quickly from the UK Crypto Asset Business Council, which backed the result. At the same time, the Treasury has previously said the government already has a digital asset strategy and is carrying it out, according to Lord Stockwood, the Minister for Investment. That leaves an open question over whether Parliament wants a more formal, more visible, or more comprehensive framework than the government believes is already in place.

This vote matters because it pushes digital assets further into the UK’s formal legislative agenda at a time when jurisdictions are competing to define rules for stablecoins, tokenized financial products, and broader crypto activity. Even without creating immediate law, a parliamentary demand for a dedicated strategy raises the likelihood of a clearer policy framework for firms deciding where to build and operate.

It also highlights that crypto regulation is not only about supervision and consumer safeguards. Access to banking, payments, and settlement remains a core market-structure issue for the sector, and the amendment brings that operational question into the center of the UK policy debate.
