Kazakhstan Introduces Paid Entry Permit for Russians Starting November 30, 2026
Starting November 30, 2026, Russians will need to obtain a paid electronic QazETA permit to enter Kazakhstan. The President of Kazakhstan, Kassym-Jomart Tokayev, has signed amendments to the migration legislation. Applications must be submitted at least 72 hours before travel if entry is made overland through major border crossings. The cost of the permit will be 3,900 tenge (approximately 7.3 euros), and if processed at the border, the price will increase to 7,600 tenge (about 14.3 euros). Without the permit, Russian citizens may be denied entry and deported. The new system will initially be implemented at airports, with plans to extend it to international railway routes and ports by mid-December. The permit will be valid for 180 days, but stays in Kazakhstan will be limited to no more than 90 days. Kazakhstan has become a destination for Russians leaving the country due to fears of mobilization and combat actions. The introduction of paid permits will create an additional source of income from migration flows.
